One number, more than one name
More than one flow name in one source list carries this registry number, and nothing decides whether they are one substance: the list gives them no factor for the same method and context to compare, or it gives them the same one, and Common Chemistry does not publish every name as a synonym of the number. They are merged, as before, because splitting on suspicion is the larger risk. Are they one substance? Rule on it in `contested-cas-decisions.json`. `Comparable` is how many method-and-context pairs both names publish a factor for -- zero means the list has not been asked, not that it agreed.
