  "conversion_comment": "The unit ecoinvent gives this flow from 3.9 onwards, applied to the 3.8 export that predates the relabelling. One flow, one UUID, two exports: 3.8 says `m3` and every version after it says `Sm3`, and where they disagree the newer one is evidence about what the older one meant rather than a different substance -- the same argument the carbon dioxide synonym fix in this file rests on. A cubic metre of gas is not a quantity until the conditions it was measured at are stated, and ecoinvent stated them at 3.9.\n\nEF 3.1's copy of this flow is rewritten the same way in ef-3.1-manual-fixes.json, so the lists agree on the measure as well as on the substance, and the correspondence between them needs no conversion at all. The factor is 1.0 and is stated for the reason it is stated there: `units.json` reads `m3` as a volume and `sm3` as an amount of substance, so it implies nothing between them, and the number is what keeps the rewrite from silently reinterpreting the vendor's amounts.
